Panaji (Goa) Chief Minister Manohar Parrikar did what best he is known for. He surprised all. Scotching the rumours about his health, Parrikar took discharge from Lilavati Hospital in Mumbai and arrived in Goa.

The chief minister is expected to attend the Budget session and present the Budget on the floor of the House.

He was taken to Mumbai on February 15.
