Porvorim (Goa) The Congress camp had a major split on the floor of the House when its legislator Pratapsinh Rane adviced that they should wait and see while rest of his colleagues continued disrupting the House.
“Some may feel bad. I may go against my own people. But I appeal my MLAs to allow the House to function,” Rane said even as the ruckus continued after the third adjournment.
“When there is a discussion on the issue tomorrow, let’s see,” he said.
The opposition benches then staged walk out. Rane continued in the House.
With Congress party continuing ruckus, Speaker Pramod Sawant has called for the meeting of Chief Minister Manohar Parrikar and Leader of Opposition Chandrakant Kavlekar.
The Speaker called the meeting during third adjournment which was held after the lunch break. Both the leaders are expected to arrive at some consensus so that the House can function smoothly.
The Congress party has continued stalling the House even after the lunch break demanding withdrawal of the circular banning government officials from visiting residents of the MLAs.
The party has said that they will not allow the House to function till circular is withdrawn.
The session met after the lunch and wanted to take the mention about different homages but opposition continued their protest. The House was adjourned for 15 minutes.

Luizinho Faleiro said that this is not an ordinary circular but it is against the manate of people of India. It is against constitution, right of member of the House and against People’s representation act.
Former Chief Minister Digambar Kamat said that none of the government in past has introduced such a circular. “How can MLA function if the government officers are not allowed to come and sort out the issues of the people?,” he questioned.
The Congress has said they wont allow assembly to function till circular is withdrawn.
As the opposition benches continued creating ruckus on the floor of the House, the session was adjourned till 2.30 p.m. The speaker disallowed the adjournment motion which was moved by Congress. Sawant said:I quote ruling of earlier speaker. Adjournment motion cannot be taken during the discussion on Budget or discussion on Governor’s speech.
“I had asked you to allow the Question hour so that we can discuss the matter, but you did not listen,” said the Speaker.
The opposition benches continued creating ruckus even as the assembly met after the break of 15 minutes. Parrikar said that he wont withdraw the circular but necessary amendments can be made. But opposition benches continued making noise. The ruckus continued.
The assembly session began at a noisy note. The opposition congress party moved adjournment motion demanding withdrawal of a circular.
The circular had banned government officers from visiting houses of the MLAs.
As Speaker Pramod Sawant refused to allow the adjournment motion, the opposition benches continued creating ruckus. The session was adjourned for 15 minutes.
