Porvorim (Goa): The cabinet has today decided to link Aadhar Cards with various welfare schemes in a bid to bring transparency, accountability and weed out bogus/ghost applicants/beneficiaries. The approval of draft Goa Aadhar (Targeted Delivery of Financial and Other Subsides, Benefits and Services) Bill, 2017 also attempts at plugging leakages in all the cash transfer schemes of State government such as Dayanand Social Security Scheme (DSSS), Griha Aadhar, Laadli Laxmi, and other cash and kind schemes wherein large amounts of cash is disbursed and spent towards thousands of beneficiaries every month from the state funds. “The schemes needs to be Aadhar linked,” one of the cabinet ministers said adding the government has also proposed to enact an Act in order to empower and enable various State departments to insist or make use of Aadhar number.
The Union government enacted The Aadhar (Targeted Delivery of Financial and other Subsides, benefits and services) Act 2016 which came into force in September 2016. The central Act deals with setting up of Unique Identification authority, enrollment of residents, generation of Aadhar and maintenance of database and use of Aadhar. As far as its use as document of identity, the central act mandates its requirement by the Central and State government only in case the funds from Consolidated Fund of the union government are utilized.
