Susegad! Wait for new regional plan to be longer now

Panaji: It is now confirmed that the finalisation and implementation of the much awaited and long pending Regional Plan 2021 (RP21) will be delayed further, with State government now toying up with the new concept of incentivising the efforts to retain the old houses or green patches in the State as part of the land use plan.

Chief Minister Manohar Parrikar on Wednesday afternoon chaired the first meeting on way forward for RP21. The meeting was attended by TCP Minister Vijay Sardesai, officials and members of State Level Steering Committee on RP.

Speaking to media persons after the meeting, Sardesai said that there are concerns of the State government and the people to preserve Goa for eternity. “The concerns are basically because there are fears in the mind of activists that the regional plan will take away greenery and heritage. There is a fear that maximum area will be converted into settlement purpose,” he said.

Sardesai who is also the Minister for Agriculture said that, they are trying to create a concept in which, if an individual owns an old house or a greenery which if retained by him, he will be given incentives for it.

“Those incentives you can sell to the builder. And the builder will be able to use these incentives in designated areas where vertical growth would be allowed. The areas which are going to be designated for development are not yet decided. Also the quantum of credit is also yet to be decided,” Sardesai added.

He said that the Chief Town Planner has been asked to prepare a concept paper on these lines which would be ready by mid-May only after which there will be more clarity on the idea.

“This is a progressive idea which is not there in the entire country. We want to set a standard in terms of preservation and environment,” the minister said.

“I have to protect agriculture and at the same time we have to plan our towns and villages in such a way that Goa looks different. Goa has planned development for which idea has been mooted today,” he said talking about the concept.

He said the concept is on par with ‘transfer of developmental rights’ (TDR) which is prevalent in the neighboring state.

Government has set December 2017 as the deadline to finalise the RP21. However, the same seems to be impossible.

“We will start the work on RP21 before the end of this year incorporating this new idea,” the Minister said.
