Panaji (Goa): The Panaji Corporation is heavily relying on legal opinion over the debate on the ‘custody’ of Bainguinim land for the setting up of garbage treatment plant. Ahead of the crucial meeting on the issue, the Mayor of Corporation of City of Panaji (CCP) Surendra Furtado flashed views by the Corporation’s legal advisor asking not to hand over the land to the government without tripartite agreement.
“It is advisable to execute Memorandum of Understanding or agreement with the Goa government and the Goa Waste Management Corporation incorporating the terms and conditions to protect the interest of the CCP,” reads the opinion by advocate Pronoy Kamat.
The CCP is divided over Goa government’s recent cabinet decision to take over 1.72 lakh sq mtrs of land from the possession of CCP. While the ruling corporators backed by government’s ally partner leader Atanasio Monserrate alias Babush have criticized the abrupt decision of the government, the BJP corporators are in favour.
“I have full faith in Chief Minister Manohar Parrikar and the government but he should not play politics with us. You (Parrikar) keep aside your ego and sit across the table over the project. We are not going to part the land. Let the Goa government, GWMC and CCP enter into tripartite agreement,” Furtado said at a press briefing ahead of the crucial meeting on the upcoming work meant to treat waste collected from Panaji, Taleigao and Old Goa in the initial phase to spread across other parts later.
The Mayor also pointed out loopholes in the written communiqué of the Directorate of Urban Development and government’s cabinet decision on August 2 that does not spell out plans on how the project would go ahead.
