Goa: To become economically competitive, Goa must undertake civic and police reform to an appreciable degree. Without civic reform, infrastructure and society come apart at the seams leading to civil unrest and unemployment, and without police reform to control the unemployed mobs, the cycle of damnation and recession continues.
A hundred thousand new jobs in Goa! Too hard to imagine? One more unfeasible bullet point on a public manifesto? Could be, but isn’t; this story is actually in the making; in Chimbel.
Chimbel has a floating population of fifteen thousand residents; its poor civic infrastructure makes it economically nonviable, its industries nondescript; but there is a move underway to make Chimbel socially inclusive, slum free, water rich and economically competitive on a global scale. The fountainhead – Chimbel’s Information Technology Park; Goa’s foray to becoming the brand ambassador for Technology Innovation in India.
Goa invites healthy cynicism in boardrooms; unemployability, frivolous public statements, the lack of commitment to implement Supreme Court mandated police reforms which would guarantee an environment of safety, security and quality of life and so on. The vision of Goa as a gainfully and ethically competitive society is a hard climb, but demonstrably practicable.

The connection is clear: the quality of jobs generated in a given municipality, is directly proportional to its civic and police reforms.
What we need is a Public M.O.U (Memorandum Of Understanding), that creates a healthy ecosystem for entrepreneurs and empowers employees with suitable jobs that are sound in financial literacy.
AN M.O.U. TO CREATE A HUNDRED THOUSAND NEW JOBS
Imagine if you will, a socially inclusive Chimbel, one which shares civic infrastructure with its upcoming information technology park; an M.O.U that addresses disparities for employers and employees; a wide ranging partnership between say, Info Tech Corporation of Goa Limited, the Member of the Legislative Assembly of St. Cruz, the Secretary of the Chimbel Panchayat, Goa Information Technology Professionals Association, Manufacturers’ Association for Information Technology, Goa Association of Realtors and, CREDAI Goa, – an M.O.U to create Infrastructure to create Jobs.
An M.O.U that collaborates with the Travel and Tourism Association of Goa to develop Business Tourism, The Indian Medical Association for Medical Tourism, Goa Chamber of Commerce & Industry for its IT Innovation Centre, and the Federation of Indian Chamber of Commerce & Industry for its expertise and interests in IT & ITES, Pharma & Biotech, light engineering, entertainment and education.
Such an M.O.U would set the terms and understanding between the partners, to unify the focus of Brand Goa, as a preferred tech innovation hub, sustainable business & manufacturing destination; an advanced public health, education and retirement settlement and destination; scoring high on quality of life benchmarks with noise and air pollution control, zero waste management and sanitation, continuous forestation, water wealth creation and real (suitable) jobs.

The individual manifestos of these organizations match the expectations from Brand Goa; they are a perfect fit for an MOU of this size and structure, in terms of public relations strategy & managing expectations: Brand Chimbel (or Brand St. Cruz) would be developed as the incubation point for Goa’s IT brand strategy (on the lines of Silicon Valley, the San Francisco Bay Area), an ecosystem to attract 10,000 start ups, tech entrepreneurs, tech investors, technocrats, geeks, nerds, hacks, incubators and testers; plugging innovators from abroad to the creatives in Goa; inviting and curating Indian innovators to collaborate with their peers abroad (across industries).
To reduce public distress from Disparity Of Income, the new infrastructure would immediately create sixteen categories of new jobs and entrepreneurs in clean energy systems, food and beverage service, educators, teachers and trainers, infrastructure management services and forestry, IT and cell phone infrastructure, primary health care and first aid, upgraded public and park transportation system, laundry service, couriers, construction and allied services, mall and movie theatre, property management services and, facilities for sports, recreation and the arts.
Chimbel Panchayat, in collaboration with expert channel partners, would facilitate comprehensive relocation, family resettlement, retirement, rest and relaxation facilities and advanced medical suites to expatriates, Non Resident Indians, Overseas Citizens of India and Indian Citizens – offering them the cream of Goa’s wellness industry, clinics, hospitals, laboratories, alternative medicine practitioners and therapists to provide boutique membership services, including pickup, assist and drop transportation and At Home services; promoting Brand Chimbel as a Designated Silence and Green Zone par excellence.
The cherry on the cake – Multipurpose Panchayat Cells with Databanks, to host an academic ecosystem for Employability, Employment, Financial Literacy, Corporate Training, Digital Literacy & Access, Digital Conversion Services for Small & Medium Enterprise, Primary Health Care Centre with Specialist Visits and Telemedicine, Solar Farms and Swipe and Go Public Transportation with Hop On Hop Off Facility.
