Panaji (Goa) Only one out of 11 posts advertised for the junior scale officer of Goa Civil Service at the fag-end of last year has found an eligible candidate with the Goa Public Service Commission in process of filling up the remaining posts.
“Eleven vacancies have already been advertised to be filled by direct recruitment, however only one candidate has been recommended by the GPSC appointment of which is under process,” Chief Minister Manohar Parrikar said.
The Commission had received 1,856 applications for 11 posts of junior scale officer, out of which 1,506 appeared for the exam held in March this year. But, only five passed the exam, who then appeared for a written test and interview before being recruited.
The reason for low passing percentage was the introduction of negative marking and computer-based recruitment test (CBRT), first ever in the state examination.
The Commission had recently advertised for the vacated posts.
As per government records, the sanctioned strength of the Junior Scale cadre of Goa Civil Service is 147 while the present strength is 85. Out of these, 66 Officers are on regular basis and 19 are on ad-hoc basis.
“Out of the 66 officers who are holding the post on regular basis, 5 officers are promoted to senior scale of Goa Civil service on ad-hoc basis. Out of the 66 appointed on regular basis, probation period of 7 officers have been lifted,” the minister said.
He further mentioned that out of 81 vacancies in the Junior Scale cadre, 42 vacancies are to be filled by direct recruitment. However, nine vacancies from the total are kept unfilled in view of the stay order granted by the Supreme Court through special leave application filed in 2013 year.
