Panaji (GOA) The district administration across North and South Goa has directed the cyber café operators to maintain the record of people visiting the café to ensure the safety and security of the State from anti-social elements like terrorists.
“Anti-social elements, terrorists are using internet facilities to misleads the security and investigating agencies, create panic in the public, endanger the security of VVIPs and vital installations and help in the terrorist activities, thereby directly affecting the security of the State,” the press statement issued by the District Magistrate, reads.
“It is necessary to take speedy measures in this behalf to prevent danger to human life or safety, to thwart/prevent terrorist activities, which may affect the security of the State and create disturbance of public order and tranquility,” it added.
Accordingly, directions are issued to the owners of Cyber Cafes in the State to prohibit the use of Cyber Café by unknown person and whose identity has not been established by the owner of the café; should maintain a register for identity of the visitor.
The cyber café operators are asked to maintain the entry in the handwriting of the visitor mentioning name, address telephone number and identity proof. The user shall also sign the register kept for this purpose.
“The identity of the visitor/user shall be established through Government Identity Card only; like Voter Card, Driving License, Smart Card, Passport, etc,” it stated.
The records are to be preserved for atleast six months and if any activity of the visitor is of suspicious nature, the owner of the Cyber Café shall immediately inform the nearest Police Station and the Police Control Room.
